System Files and Your Games
This is the part to do correctly, and it is similar to other Nintendo systems.
3DS emulation needs encryption keys and system files that come from a 3DS console. The only legal source is a 3DS that you own. You dump the keys and your games from your own console using homebrew tools such as GodMode9. Once you have dumped your own games, they will be in a 3DS game format that Azahar can open. Point Azahar at the folder, and your titles appear in the library.
